‘Pabidang’ Alan Peter Cayetano, “dishonest” about cash aid for all, earns ire of Barangay Captains

Cong. Alan Peter Cayetano has been heavily criticized lately by barangay captains for allegedly lying about the Social Amelioration Card (SAC) forms, saying that all families affected by the community quarantine will be getting one from the Department of Social Welfare and Development in order to receive cash aid.

After finding out that the DSWD only gives a limited number of forms and that they had to pick only the poorest of the poor, barangay captains couldn’t help but attack the congressman.

Esbby Maningas, the captain of barangay Mayondon, Los Baños, Laguna went on Facebook and revealed the truth about the SAC forms.

Maningas outlined that Cayetano stated that if a house has three families, then all three will receive one form each, and that is a guarantee.

Maningas said that this couldn’t be further from the truth.

“Lahat po ng sinasabi nila sa [Pamahalaang] Nasyonal ay hindi nangyayari sa ngayon. Walang katotohanan na lahat ay mabibigyan. Anim na libo lang ang binigay niya para sa bayan ng Los Baños.”

He doesn’t even know how many in his barangay will be receiving from a form, but it wouldn’t be enough because Mayondon itself has around 6,000 households.

Only the poorest of the poor will be receiving forms according to Maningas. Authorities such as barangay captains will then be receiving backlash from the residents because of this.

“Kailangan namin piliin yung pinakamahirap sa mahirap. Ito ay magbigay ng bagong kalituhan ng dahilan para magalit na naman saamin ang mga mamamayan.”

The Pamahalaang Nasyonal instructs captains to do the distribution of whatever is necessary but doesn’t do anything to help them.

“Ito si Alan Peter Cayetano, na hindi ko alam kung ano ang pinagmamayabang, eh pumunta ka sa Barangay Mayondon, ikaw magpaliwanag.”

All of the blame will be put on the barangay captains because Cayetano lied about the whole thing.

“Ilan lang ang binigay ng ating national government sa atin, ito ang isa sa pinakamalaking problema nanaman ng bawat barangay sa Los Baños.”

“Nakakawawa na kami, binabash na ako.”

Maningas doesn’t like the fact that Cayetano lied about wanting to help barangays.

“Naiintindihan ko na mahirap lang ang Pilipinas, pero yung magbigay kayo ng ganyang press release na magbibigay kayo ng tulong na ayuda, eh hindi naman yun ang nangyayari.”

Maningas knows that the residents will start blaming him for only choosing who to give the forms to, which will eventually ruin his reputation.

“Lahat po apektado, mayaman at hinde, apektado ng krisis na ito.”

“Maging maingat kayo sa pagbibitaw ng salita dahil kaming mga taga barangay ang lagi pinuputakti ng mga mamamayan namin.”

The press briefings shouldn’t give false hope to the residents as this can only escalate into something negative.

“Hindi naman kayo nakakatulong sa ginagawa ninyo. Wag kayo magsalita na lahat ay mabibigyan dahil hindi naman nangyayari talaga at hindi niyo tinutupad ang mga sinasabi niyo sa ating mga mamamayan.”

“Kung gusto niyo magpabida, isipin niyo rin kaming nasa laylayan ang maaapektuhan.”

The citizens will put all the blame on their respective barangays because they are obviously the easier targets.

Officials of Barangay Mayondon are currently going house to house gathering data to determine who is qualified.

Those who are not are senior citizens who are receiving social pension, 4ps members, households that have the capability of surviving and have members who are employed, Qualified Region 4 household will most likely be receiving P6,500 every month for two months.

Maningas just wants to help his barangay, and is just waiting for further instructions. He’s already making it loud and clear that not every household is qualified for the cash aid.

“Sa mga naghihintay, marami sa atin ang hindi mabibigyan.”

Even individuals who literally have nothing have the possibility of getting nothing.

“Kahit ang mga mahihirap pa sa mahihirap ay may posibilidad na hindi makatanggap.”

Masingan wants Cayetano to go to barangays and tell the truth about the whole matter.

“Ano papaliwanag namin sa mga tao? Eh bumaba ka sa lahat ng mga barangay at magpaliwanag ka.”

Cayetano’s statements have caused a lot of problems already.

“Imbes na makatulong ka, ikaw pa ang nagpapabigat ng sitwasyon namin dito sa barangay.

“Marami na ang nagugutom Mr. Speaker, kaya sana naging maingat kayo sa sinsasabi niyo.”

Masingan believes Cayetano is a showoff and does not approve of it.

“Pumunta kayo dito, hihintayin namin kayo. Wag sana tayo pabida.”

Masingan just wants to let his people know the truth and to support him in this struggle instead of attacking him.

Abdul Aziz Natanuan, the barangay captain of Talisay, Batangas, also called out Cayetano for his lies. Talisay has about 2,500 families but Cayetano only handed out 821 forms.

Natanuan also went on Facebook to make a video about it.

“Hindi ka naman yata nakakatulong sa mamamayan natin ay huwag kana magpadagdag ng problema at huwag kana magpagulo,” he said.
