DPWH: Drying palay on national roads “totally banned”

The Department of Public Works and Highways (DPWH) said that the use of national roads for drying unhusked rice and other agricultural products is punishable by a fine and jail time.

An advisory was released on Thursday, just in time for the harvest season, saying that drying farm products on national roads is “totally banned in order to safeguard the motorists from any untoward incident.”

If one violates the regulation, they will be fined ₱1,000 and an imprisonment of up to six months. The agency cited the Presidential Decree No. 17, which revised the Philippine Highway Act of 1953.

Section 23 of P.D. No. 17 of the decree reads, “It shall be unlawful for any person to usurp any portion of a right-of-way, to convert any part of any public highways, bridge, wharf or trail to his own private use or to obstruct in the same in any manner.”
