A twitter post of Teddyboy Locsin furiously reacted, when he was asked if a birth certificate is needed for the renewal of passports.
On February 19, Teddyboy Locsin Jr. was bad-mouthing on a twitter post when Joza Banting asked him if abirth certificate is needed for the renewal of passports.
He even said that he will kill the one who asks for it.

Some have experienced that they were asked to give a birth certificate for the renewal of their passport.
Ah. Apparently it is! I tried to renew my step-daughter's passport and they denied it coz they required the new kind of birth certificate.

The application process for the filing of passport renewal became more complicated because you needed to do an online appointment; which you have to wait for an available schedule that will be assigned to you. And requesting for an authenticated birth certificate was an additional burden because there are also lots of people lining up to have the said documents and which is very time-consuming.
So do you really need a birth certificate for the renewal of passports?
The DFA responded to Joza Banting tweet that there was no longer a need for birth certificates in passport renewal, except for the following cases as stated in Section 2 of Department Order No. 03-2019.

For those who should prepare birth certificates are the following cases:
a. Renewal applications for lost and mutilated passports;
b. Renewal applications requiring changes in the passport entries;
c. Renewal applications of old brown and green passports bearing no complete middle name;
d. Applicants included in the Department’s Watchlist

It is now clarified that the DFA would only ask for a birth certificate if you are qualified in the following cases for identity clarification. But it is better if we are knowledgeable about the DFA rules, or ask their employees to explain why the following documents needed for the application and renewal.
