Aside from being the mayor of Davao City, Duterte also has experience in legislation as he was a congressman for Davao City’s 1st district from 1998 to 2001. This short experience in legislation might have given Duterte the idea to abolish the congress and replace it with federalism. He said that the needed reforms would take 40-50 years before they could be achieved with the existing form of legislation.
