Several Filipino artists, musicians, athletes, and content creators have joined calls for the passage of Senator Bam Aquino’s Citizen Access and Disclosure of Expenditures for National Accountability (CADENA) Act, also known as the “Blockchain the Budget” bill.
Among those who expressed support for the measure are Edu Manzano, Pokwang, Mark Escueta, Pio Balbuena, DJ JhaiHo, Lexi Mercader, Aviona Starr, and Kimifierce.
The proposed measure seeks to make detailed government spending records more accessible to the public through a digital platform, with supporters arguing that greater transparency could make it more difficult to misuse public funds.
Veteran actor Edu Manzano shared Aquino’s Facebook post calling for the measure’s passage in the House of Representatives.
“Kapag malinaw ang paggamit ng pondo, mas mahirap itong abusuhin at mas tumataas ang tiwala ng publiko,” Manzano wrote.
Radio host DJ JhaiHo and digital creator Aviona Starr also shared similar messages on their respective Facebook pages.
“Hindi dapat puro resiliency. Kailangan natin ng transparency at pananagutan,” they posted.
Volleyball player and content creator Lexi Mercader, meanwhile, wrote, “Prioritize CADENA Bill!!”
Vlogger Kimifierce similarly expressed support, saying, “Dapat naman talaga!!! Ipasa na yan para malaman na ang totoong malasakit sa bayan!”
Rapper Pio Balbuena also backed the proposal after Aquino shared his music video for the “Baha Rap Challenge” on Facebook.
“Sana maipasa na yung CADENA. Blockchain the budget now!” Balbuena commented.
The “Baha Rap Challenge” has featured artists using music to express their frustrations and views about flooding, public spending, and alleged corruption. Claims made through the songs represent the artists’ commentary and do not by themselves establish wrongdoing by any particular government official or agency.
Other personalities who shared or reacted positively to Aquino’s post include Cinemalaya Best Actress Pokwang; Rivermaya drummer Mark Escueta; theater actor Phi Palmos; former “Pinoy Big Brother” housemate Justin Dizon; actress and comedian Inah Evans; influencer Andrea Guevarra; athlete and entrepreneur Enzo Bonoan; The Company’s Moy Ortiz; singer Cooky Chua; host Mela Habijan; and musician Aiman Borres.
Aquino’s Senate Bill No. 1506 seeks to establish a Digital Budget Platform where government agencies would be required to upload and regularly maintain detailed documents related to the use of public funds.
These would include contracts, project costs, bills of materials, procurement documents, and other budget-related records.
Under the proposal, the platform is intended to make the information publicly accessible, traceable, verifiable, tamper-resistant, and available through an open-source system. The bill also provides for administrative and criminal penalties for officials who fail to disclose required information or submit fraudulent records.
The Senate approved the measure in December 2025 with a 17-0 vote.
Its counterpart in the House of Representatives, however, has yet to complete the legislative process despite the CADENA proposal being identified as a priority measure by Malacañang.
With personalities from entertainment, music, sports, and digital media now publicly supporting the proposal, calls are continuing for the House to act on its version before the measure can advance further in Congress.
