A Sangguniang Kabataan (SK) chairman from Sta. Cruz, Laguna is under investigation after a viral video showed him touching ready-to-eat food items inside a convenience store.

Mark Adrian Napiza, SK chairman of Barangay Bubukal, drew criticism after a video circulated online showing him handling siopao and hotdogs displayed for sale at a convenience store in Barangay Gatid on the evening of February 16, 2026.
In the video, Napiza can be heard saying, “Malamig lahat,” while touching the food items with his bare hands, despite tongs being available for customers.
Netizens were quick to call out what they described as unsanitary behavior and a lack of consideration for other customers. Several social media users pointed out that as a public servant, he should uphold higher standards of hygiene and conduct.
The incident reached the attention of Sta. Cruz Mayor Benjo Agarao, who ordered an investigation.
“Inatasan na po natin ang MILG (Municipal Interior and Local Government) at SK Federation sa pangunguna ni SK Fed Mark Anthony Molina na imbestigahan at patawan ng kaparusahan ang SK chairman na sangkot sa viral video,” the mayor said in a Facebook post on February 17.
“Nakakalungkot na isang SK Fed member na dapat nagsisilbing magandang halimbawa sa ating mga kabataan,” he added.
As of writing, the local government has yet to announce what disciplinary action, if any, will be imposed.
In a Facebook statement, Napiza admitted his mistake and apologized to the public.
“Ako po ay nagbibigay ng aking pormal na paliwanag kaugnay sa video na aking nagawa na kumalat sa social media kung saan ako ay makikitang nasa loob ng 7-Eleven Convenience Store,” he wrote.
“Unang-una po, inaamin ko na ang aking naging kilos sa nasabing video ay hindi tama at hindi po nararapat, kahit na ito po ay ginawa ko lamang bilang biro na parte ng aking video content, kasama ng aking mga kaibigan at walang anumang hangad na masamang intensyon.”
He acknowledged that as an elected SK chairman, he is expected to meet higher standards of behavior.
“Nauunawaan ko na hindi po ito tamang asal, lalo at higit bilang isang halal na Sangguniang Kabataan Chairman sa aming Barangay, alam ko po na may mas mataas na inaasahang pamantayan ng pag-uugali sa akin bilang isang lingkod-bayan.”
Napiza also clarified that he purchased all the food items he had touched.
“Gusto ko pong ipagbigay-alam na ang lahat ng aking nahawakang pagkain ay aking kinuha at binayaran ng mismong oras at araw na din na iyon.”
However, he admitted the issue goes beyond payment.
“Gayunpaman, nauunawaan ko na ang issue po ay hindi lamang tungkol sa pagbabayad kundi tungkol sa wastong asal at sa imahe na naipakita at naging dating ng video content na ito sa publiko.”
He said he personally went to the store management to apologize and has since deleted the video.
“Inaako ko po ang buong pananagutan sa aking naging pagkakamali… Pinapangako ko po na sisikapin ko pong maging mas maingat at responsable sa aking mga susunod na hakbang upang hindi na po ito maulit.”
The SK chairman also said he is ready to accept any action or guidance from authorities.
For now, the investigation ordered by the mayor remains ongoing.
