Three administration-aligned lawmakers and two opposition figures emerged as the most favorably viewed senators in Publicus Asia’s Pahayag 2025 End-of-Year (PEOY-2025) Survey, reflecting a broad mix of political affiliations among the public’s top choices.

Topping the list is Bam Aquino, who posted a 54-percent net favorable rating, making him the most positively rated senator in the survey. He is followed by Francis Pangilinan with 47 percent, and Risa Hontiveros with 46 percent, both of whom are identified with the opposition bloc.

Completing the Top 5 are minority senators Bong Go, who garnered a 42-percent net favorable rating, and Rodante Marcoleta, with 38 percent.

The PEOY-2025 survey was conducted from December 7 to 10, 2025, with 1,500 respondents composed of registered Filipino voters nationwide. According to the research firm, the survey used a purposive sampling method and was independently conducted, with no commissioning client.
Notably, the favorability rankings closely mirror the results of the 2025 senatorial elections. Senator Go topped the race, followed by Aquino, while Pangilinan and Marcoleta placed fifth and sixth, respectively.
The survey was carried out by Publicus Asia, which utilized respondents randomly selected from the market research panel of PureSpectrum, a US-based panel marketplace with global operations and a regional office in Singapore.
Publicus Asia earlier gained attention for being the only survey firm that accurately projected the first- and second-place finish of Go and Aquino in the 2025 senatorial elections—an outcome now echoed by its end-of-year favorability data.
