Marikina restores water supply in Barangay Tumana after mayor settles ₱15M of debt

She also vowed to hold accountable those responsible for the water supply cutoff.

Residents of Barangay Tumana in Marikina City will not have to spend Christmas without water after swift intervention by Maan Teodoro, who personally facilitated a partial payment to restore the area’s water supply.

Mayor Teodoro went to the Marikina Service Area office of Manila Water and paid ₱15 million to cover part of Barangay Tumana’s outstanding balance, which had reached ₱37,192,199.98. The debt accumulated after Barangay Captain Akiko Centeno allegedly failed to remit residents’ water payments to the concessionaire.

Due to the unpaid balance, Manila Water had cut off the barangay’s water supply—an action that prompted urgent concern from the city government. In response, Mayor Teodoro fast-tracked the passage of an ordinance at the Sangguniang Panlungsod allocating ₱15 million to immediately settle a portion of the arrears and secure the prompt restoration of service.

Following the payment, the mayor formally requested Manila Water to reinstate water distribution to the barangay’s 13 common water points. The restoration was subsequently carried out, with Mayor Teodoro and Marcy Teodoro personally witnessing the return of water service in the area.

Mayor Teodoro also vowed accountability for those responsible for the disruption.

“May mananagot, at sisiguruhin nating hindi na ito mauulit. At malinaw po ito: hindi ko papayagan na ang mga taga-Tumana ang magdusa dahil sa pagkukulang ng iilan,” she said.

City officials said further steps are being taken to ensure safeguards are in place so that similar incidents will not affect residents in the future.
