Mayor Sara Duterte allows tricycles and taxis in Davao City; Cabinet Secretary Karlo Nograles reacts

Sara Duterte announced that she’s now allowing the use of taxis and tricycles in Davao City.

  • In a post on Facebook, she included social distancing in the guidelines of the new ordinance.
  • She said that the measure is both legal and practical even during the COVID-19 crisis.

Davao City Mayor Sara Duterte has allowed the operation of tricycles in the city. This amid the coronavirus disease 2019 (COVID-19) pandemic and the implementation of a community quarantine to stop the spread of the virus.

The presidential daughter stated that the measure is both legal and practical.

Under the mayor’s Executive Order 23, private vehicles, taxis, and tricycles will be allowed as long as they observe social distancing by having only one passenger in front and one at the back.

“Transportation should also be provided by LGUs for those seeking to avail of these basic services such as those needing to go to the hospital or clinics, or those who have limited access to establishments providing basic necessities. LGUs are reminded to exercise strict social distancing measures, including appropriate health protocols,” she said in a statement posted on Davao City’s Facebook page.

Single rider motorcycles and bicycles will also be allowed. Other than that, there will be free bus rides for employees of essential services. This includes health workers and other frontliners.

Local government units outside Luzon are allowed to implement quarantine measures as they see fit amid the COVID-19 pandemic as long as these are compliant with Inter-Agency Task Force (IATF) guidelines, Cabinet Secretary Karlo Nograles said Tuesday.

Compared to the action of Pasig City Mayor Vico Sotto, Cabinet Secretary Karlo Nograles made the position which placed Davao City under enhanced community quarantine and allowed tricycles to ply the roads to serve essential sector workers, front liners and residents buying essential needs. “Sa labas po ng enhanced community quarantine sa Luzon, binibigyan po natin ng palugit o freedom ang iba’t ibang local government units, gamit ang guidelines ng IATF, kung kelan sila puwede mag [implement ng] community quarantine roon sa kani-kanilang lugar.”

He added, “Ganunpaman, tuloy-tuloy naman po ang pakikipagugnayan ng DILG sa lahat ng LGUs, maging sa Visayas at Mindanao.”

Duterte said that the Department of Interior and Local Government (DILG)’s Memorandum Circular 2020-062 issued on March 21, 2020, was her basis regarding this decision.
