DICT Undersecretary, Ex-Rep. Stella Quimbo’s Former Chief of Staff, Accused of Bid Rigging

Department of Information and Communications Technology (DICT) Undersecretary Christina Faye Condez De Sagon, a former chief of staff to ex-Marikina 2nd District Representative Stella Quimbo, is facing serious allegations of bid rigging and supplier favoritism, according to a report by Bilyonaryo.

In a letter addressed to Senate President Tito Sotto, several veteran DICT employees accused De Sagon of manipulating procurement processes related to an unused government data center project. De Sagon currently serves as chief of staff to DICT Secretary Henry Aguda.

The whistleblowers allege that De Sagon, in collaboration with Region 1 Director June Vincent Manuel “Direk Wikz” S. Gaudan, rigged the bidding process using dummy entities and budget insertions to secure a lucrative government contract. The project reportedly involved a co-location data center worth several hundred million pesos, which remains unused.

Gaudan is linked to Lancaster Technology and Development Philippines, the same supplier implicated in the controversial ₱2.4-billion laptop procurement deal with the Department of Education three years ago.

De Sagon is also allegedly a member of the so-called “Angara 5,” a group of officials reportedly linked to the late Senator Edgardo Angara and involved in securing kickbacks from budget insertions.

According to the letter, De Sagon exerted undue influence over the DICT’s procurement process by intimidating employees using Secretary Aguda’s name, altering terms of reference to favor select bidders, and pressuring the Bids and Awards Committee (BAC), Technical Working Group (TWG), and BAC Secretariat to reverse disqualification rulings on preferred suppliers.

She is also accused of accepting advance payments from suppliers connected to the DICT’s eGovernment (eGov) and National Government Data Center (NGDC) projects.

De Sagon previously served as chief of staff to former Rep. Stella Quimbo, who represented Marikina’s 2nd District from 2019 to 2025. Quimbo ran for mayor in the 2025 local elections but was unsuccessful.

Quimbo previously served as vice chair and later chair of the House Committee on Appropriations, a key panel in budget deliberations. She was also a member of the small committee linked to alleged insertions in the 2025 national budget.

Records show that Quimbo had at least four infrastructure projects in her district awarded to firms owned by controversial contractors Sarah and Curlee Discaya. These included companies such as Great Pacific Builders, JMLR Construction, St. Gerrard Construction, VPR General Contractor, and Alpha and Omega General Contractor.

In addition, she allocated ₱950 million for the transformation of Marikina Polytechnic College into a “Smart Campus,” a contract awarded to Sunwest Construction and Development Corporation, a firm reportedly linked to Appropriations Committee predecessor Rep. Zaldy Co.

As of writing, the DICT and parties involved have yet to issue official statements in response to the allegations.
